
Thiyagu Ganesan is currently the Deputy Director General (Law Reform) at the Legal Affairs Division in the Prime Minister’s Department, where he leads the Law Reform Sector responsible for advancing national law reform initiatives including the enactment of Malaysia’s new Cross-Border Insolvency Act. He serves as a member of the Government of Malaysia in the Criminal Law Reform Committee and in the Contract Law Reform Committee and is substantively involved in the empirical study on the separation of the Attorney General and the Public Prosecutor. In addition, he works closely with the Attorney General’s Chambers (AGC) and global legal teams on the Sulu claim against the Government of Malaysia.
With over a decade of public service experience, he has contributed to landmark legislation such as the Sexual Offences Against Children Act 2017, cyberbullying provisions, the Online Safety Act 2025 and key good governance laws including the Parliamentary Service Act 2025. He has previously held senior roles in the Ministry of Agriculture and Food Industries, Ministry of Home Affairs, the Malaysian Insolvency Department and the AGC.
